Our Foundational Statement

Based on our deep belief that the great Iraq deserves a just and fully sovereign state, and inspired by the spirit of our Iraqi nation and its immortal revolutions throughout history in Mesopotamia, and from the depths of suffering, and aspiring to move the reality of Iraq towards horizons of dignity, freedom, human and social justice, and human rights, we, the Iraqis, have risen to announce the establishment of our political entity: (Iraqis – Iraq First).

A comprehensive national entity that works to restore full national sovereignty and independent Iraqi political decision-making, build a state of institutions, establish the principle of citizenship above all narrow affiliations, find real solutions to the crises that the nation and the citizen are going through, and work in a scientific, systematic and serious manner to implement these solutions on the ground.

Believing that the great Iraq deserves better, and that changing the tragic and inhumane scene begins with honest work, serious reform, and genuine commitment, we have been forced upon us by a deteriorating and uncontrolled political reality, exhausted by corruption and quotas, and weakened by the citizen’s confidence in the political process and state institutions, and due to the urgent need to inject new blood, capable of reviving the Iraqi reality, restoring hope, and building the future.

The “Iraqis – Iraq First” project embodies a comprehensive national framework where the dynamism and renewed energy of youth converge with the experience of generations, within a holistic national vision based on pluralism and inclusivity, its fabric enriched by the beauty of Iraqi diversity and respect for differing perspectives and ideas.

We affirm that reform is no longer a postponed option, but rather an urgent national necessity and a historical responsibility that brooks no delay or hesitation.

Based on this, the “Iraqis – Iraq First” project is based on the following principles:

1- Iraqi sovereignty is a red line, and national decision-making must be independent, free from any subservience or dictates.

2- Combating corruption and recovering public funds is a non-negotiable national priority.

3- Building a state of institutions based on competence, integrity, and the rule of law.

4- Protecting Iraqi children and preserving their rights, as well as the rights of mothers and families, and ensuring their inclusion in social and health care programs.

5- Empowering and training young people and providing them with job opportunities to guarantee a dignified and just life for all citizens.

6- Adopting peaceful and constitutional means as the approach to change and reform.

7. Implement and activate e-government services in government institutions using the latest global technologies, and empower Iraqi talent to manage and develop them.

8. Develop the legal system and integrity institutions to ensure the application of law and justice to all without exception.

9. Guarantee full citizenship rights for all Iraqis.

10. End religious, ethnic, and partisan divisions in political action, and consolidate a unified Iraqi national identity.

11. Building Iraq begins with building the Iraqi individual, the Iraqi citizen, and the Iraqi family in a conscious manner, preserving Iraqi identity and loyalty to Iraq above all other affiliations, and that national renaissance begins with advancing thought and action that puts Iraq first.

We affirm here that “Iraqis – Iraq First” is not an exclusionary project against anyone, but rather a comprehensive national project for the sake of Iraq and the Iraqi people. We will always be fully prepared to work with all national political and intellectual currents, as well as humanitarian and service organizations, to serve Iraq and the Iraqi people, based on our conviction that cooperation in achieving major national priorities is our only way out of the crises.

We are capable of bearing responsibility and making sacrifices for the sake of a great Iraq, and we are ready to manage the affairs of the state efficiently and transparently. We possess the moral strength and academic expertise that qualify us to confront crises and difficulties that many might shirk, and indeed, we are capable of managing them effectively through real and practical solutions, guided by all local expertise and even foreign expertise if.

This is a sincere and open invitation to all the sons and daughters of Mesopotamia, and to all who believe in a just state, a productive economy, and a future worthy of this nation and its civilization—a future where Iraq comes first and Iraqis are above all else—to join and participate in our national journey. There is no place for exclusion or marginalization, only genuine and equal opportunities for all to advance Iraq and its people.

Together, we will lay the foundations for a bettertomorrow, an Iraq brimming with justice, security, safety, prosperity, fraternity, peace, and stability, where we are all Iraqis, and Iraq comes first and will always come first.

Our Political Approach

1. Establishing a strong state with full sovereignty over its political decisions, protected in its land, waters, and airspace, thus preserving the dignity of the nation and its citizens.

2. Establishing a judicial system of the highest standards of integrity and justice, ensuring fairness for all Iraqis, both inside and outside the country.

3. Establishing specialized bodies for financial auditing, quality control, and internal oversight of all Iraqi state institutions, adhering to the highest international standards and in accordance with the principles of good governance and transparency.

4. Developing a program to rectify the granting of Iraqi citizenship and adopting a mechanism for revoking citizenship from those who do not deserve it, in accordance with the legal regulations governing its granting and withdrawal, as stipulated by legislation and legal systems.

  1. Fostering regional and international relations and building long-term strategic alliances based on shared interests and mutual respect.

6. Building a diversified and sustainable national economy based on multiple sources of income, revitalizing trade, and reducing dependence on oil.

7. Securing the borders completely and establishing balanced and peaceful relations with neighboring countries, based on good neighborliness and non-interference in internal and external affairs.

8. Pursuing a balanced foreign policy based on not engaging in hostility with any country due to external disputes, and resorting to relevant international bodies in the event of conflicts.

9. Modernizing the military and security systems with the latest global technologies and investing in Iraqi expertise to develop national defense capabilities.

10. Fully opening up the tourism sector in all its forms: religious, historical, medical, commercial, and recreational, both domestically and internationally.

11. Revitalize the industrial sector, develop national industries and retail sectors, and stimulate domestic and international trade.

12. Modernize education and scientific research systems, establish international partnerships for sending students abroad, support scientific fellowships, and empower youth as the builders of the future.

13. Invest in renewable and clean energy, develop recycling programs, and build environmentally friendly energy production projects.

14. Enhance domestic and foreign investment programs to create job opportunities and support the national economy, and build strategic and sustainable partnerships with all stakeholders, including scientific research, mining, artificial intelligence technology, and electronic data services, prioritizing Iraqi expertise as key players.

15. Reform the salary scale for employees and retirees, activate the Social and Family Welfare Law, and implement a comprehensive health and social security system.

16. Impose localization and technology transfer requirements in contracts with foreign companies to ensure the development of national capabilities and prepare the necessary infrastructure to benefit the Iraqi state from these contracts.

17. Review the Iraqi Constitution and amend articles that do not align with the needs and future aspirations of Iraqi society.

18. Develop integrated programs and plans for all Iraqi state institutions and departments, including security, military, governmental, and service sectors, while integrating citizens into these programs to make them essential and fully relied upon elements.

19- Neutralizing national, religious and partisan orientations in political work, various unions and civil society institutions, and that patriotism, the Iraqi identity of the individual and scientific and practical competence are the only approach to being present in the political arena and working in the public sector.

20. Revitalizing the agricultural sector in general, and amending laws related to agriculture, agricultural industries, and agricultural investment in accordance with the highest international standards.

21. Enacting new laws that guarantee freedom of opinion and expression, freedom of the press and media, and public culture, as well as establishing clear regulations to preserve Iraqi cultural identity in all its diverse aspects.
